Ethiopia most restrictive Sub Saharan Country, Freedom House reports 2013

Ethiopia has one of the lowest rates of internet and mobile telephone penetration in the world, as meager infrastructure, a government monopoly over the telecom sector, and obstructive telecom policies have notably hindered the growth of information and communication technologies (ICTs) in the country. Despite low access, the government maintains a strict system of controls over digital media, making Ethiopia the only country in Sub-Saharan Africa to implement nationwide internet filtering. Such a system is made possible by the state’s monopoly over the country’s only telecom company, Ethio Telecom, which returned to government control after a two-year management contract with France Telecom expired in December 2012. In addition, the government’s implementation of deep-packet inspection technology for censorship was indicated when the Tor network, which helps people communicate anonymously online, was blocked in mid- 2012.

Internet Freedom

Prime Minister Meles Zenawi, who ruled Ethiopia for over 20 years, died in August 2012 while seeking treatment for an undisclosed illness. Before his death was officially confirmed on August 20th, widespread media speculation about Zenawi’s whereabouts and the state of his health prompted the authorities to intensify its censorship of online content. A series of Muslim protests against religious discrimination in July 2012 also sparked increased efforts to control ICTs, with social media pages and news websites disseminating information about the demonstrations targeted for blocking. Moreover, internet and text messaging speeds were reported to be extremely slow, leading to unconfirmed suspicions that the authorities had deliberately obstructed telecom services as part of a wider crackdown on the Ethiopian Muslim press for its coverage of the demonstrations.
In 2012, legal restrictions on the use and provision of ICTs increased with the enactment of the Telecom Fraud Offences law in September,1 which toughened a ban on certain advanced internet applications and worryingly extended the 2009 Anti-Terrorism Proclamation and 2004 CriminalCode to electronic communications.2 Furthermore, the government’s ability to monitor online activity and intercept digital communications became more sophisticated with assistance from the Chinese government, while the commercial spyware toolkit FinFisher was discovered in Ethiopia in August 2012.
Repression against bloggers, internet users and mobile phone users continued during the coverage period of this report, with at least two prosecutions reported. After a long trial and months of international advocacy on behalf of the prominent dissident blogger, Eskinder Nega, who was charged with supporting a terrorist group, Nega was found guilty in July 2012 and sentenced to 18 years in prison.

ለዘ-ሐበሻ በስልክ አስተያየቷን የሰጠችው ሰናይት የተባለች ወጣት “እኔ ህጋዊ ወረቀት ኖሮኝ እየሰራሁ ቢሆንም በወገኖቼ ላይ የሚደርሰውን በደል የኢትዮጵያ ኮምዩኒቲ ስደውል በተለይ ሲራክ ታደሰ የሚባል ኢትዮጵያ ኢምባሲ ውስጥ የሚሰራ ሰው ማን ኑ አላቸው፤ አርፈው አይቀመጡም እንዴ? እኛ ከሃብታም ጋር መጣላት አንችልም እንዳላት” ገልጻለች። ወጣቷ ፓስፖርት ለማሳደስ የሚሄዱ ወገኖችን ይህ ሰው እንደሚያሰቃይ፣ ለፈለገው ሰው ፓስፖርት አድሶ ላልፈለገው እንደሚከለክል ገልጻ የሳዑዲ መንግስት ሰጥቶት የነበረው የሥራ ፈቃድ ማደስ ዕድል ለብዙ ኢትዮጵያውያን ያመለጠው በኢትዮጵያ ኢምባሲ የፓስፖርት ክልከላና አለማደስ ምክንያት ነው ብላለች። በተጨማሪም የኢትዮጵያ ኢምባሲ ስልክ ደውሉ ብሎ ለፕሮፓጋንዳ ቢጠቀምም ኢምባሲው ውስጥ ስልክ እንደማይነሳ፤ ከተነሳም የሚስተናገዱ ሰዎች እየተመረጡ ነው የሚሉ አስተያየቶች ደርሰውናል።

ከሌሎች ኢትዮጵያውያን ጋር ባደረግነው ቃለ ምልልስም አብዛኞቹ የጠቆሙት ‘በተለያዩ ሃገራት ኢትዮጵያውያን ሰላማዊ ሰልፍ ማድረጋቸው ጥሩ ነው። በሰላማዊ ሰልፉ ላይ ከሚያቀርቧቸው ጥያቄዎች መካከል በተለይ በአሁኑ ወቅት በሳዑዲ በ100ዎች የሚቆጠሩ ኢትዮጵያውያን በ እስር ቤት ካለፍርድ ከዓመት በላይ ታሰረው ይገኛሉ። የነዚህን ጉዳይ በተለያዩ ሃገራት በሚደረጉ ሰላማዊ ሰልፎች ፍትህ እንዲያገኙ ህዝብ ይጠይቅልን” የሚል ነው

More than 62,000 people, mostly Ethiopians, risk lives to cross Gulf of Aden this year

November 13, 2013, GENEVA (UNHCR) — The UN refugee agency said on Friday it was highly concerned about the high number of people risking their lives to reach Yemen after recording more than 62,000 sea arrivals in the first 10 months of this year.

UNHCR spokesman Adrian Edwards said Yemen had seen six successive years of high arrivals by sea. “Last year, a record 107,532 people made the crossing. And although this year’s numbers are, so far, lower than in 2012 – 62,194 from January through October compared to 88,533 for the same period last year – the Gulf of Aden remains one of the world’s most travelled sea routes for mixed migration [asylum-seekers and migrants],” he told journalists in Geneva.

In total, since 2006 when UNHCR began collecting data, more than half-a-million asylum-seekers, refugees and migrants have travelled by sea to Yemen. Most are Ethiopians, (51,687 in 2013) citing the difficult economic situation at home and often hoping to travel through Yemen to the Gulf States and beyond.

Somalis arriving in Yemen (10,447 in 2013) are automatically recognized as refugees by the authorities, while UNHCR helps determine the refugee status of other asylum-seekers, including from Ethiopia, Eritrea, and other countries.

The crossing from the Horn of Africa to Yemen is one of several deadly sea routes worldwide that UNHCR watches closely. Hundreds of people, including Syrian refugees, have died in recent months crossing the Mediterranean to Europe. In South-east Asia, just last weekend, dozens of people were reported missing after their boat capsized off the coast of Myanmar in the Bay of Bengal.

23,000 undocumented Ethiopians surrender to authorities

Around 23,000 illegal Ethiopian workers have surrendered to the Riyadh police, with the Saudi authorities now arranging for their repatriation, the Ethiopian ambassador told Arab News on Tuesday.
Muhammed Hassan Kabiera said the Ethiopian mission had intervened because many illegal workers were unsure about how to proceed when the amnesty ended.
“So our mission had discussions with the Saudi authorities and made arrangements to enable such citizens to hand themselves in,” the ambassador said.
Under the agreement, Kabiera said the workers would be kept at various holding centers until they could get exit visas. “We have been informed that so far about 23,000 Ethiopians have handed themselves in.”
The Ethiopian Embassy assisted 38,199 workers to correct their employment status during the amnesty period, which ended on Nov. 4, he said.
The envoy said the embassy’s officials and volunteers, with various Saudi government agencies, were working to get the workers travel documents.
“Ethiopia was one of the first countries to request an extension of the initial amnesty so that citizens would benefit and correct their status.” He said the extension “was gracefully accepted.”
However, when many workers could not rectify their status, the embassy began preparations for them to go home.
Referring to the incident in Manfouha on Saturday, where three people including a Saudi was killed, the envoy said it was unfortunate that clashes occurred between some Ethiopian nationals and Saudi youths. He sent his condolences to the relatives of those who lost their lives.
He said the clashes occurred because the illegal workers were frustrated they did not have a way to surrender to the police. They then took to the streets to voice their concerns, which led to clashes with some youths in the neighborhood.
“Such confrontations and clashes are unacceptable.” He said the safety and human rights of all people should be respected.

በዚህ መልኩ በተደረገ ግጭት አራት ኢትዮጵያውያን እስካሁን ሲሞቱ አንድ የሳኡዲ ዜጋ ሞቷል። ከ ሰባ በላይ ሰዎች 28 ሳኡዲዎችን ጨምሮ ጉዳት የደረሰባቸው ሲሆን 104 መኪናዎች ከጥቅም ውጭ ሆነዋል። በወቅቱ ፖሊስ 516 ኢትዮጵያውያንን ይዟል። ኢትዮጵያውያን ገጀራ እና ቆንጨራ ታጥቀዋል በማለት የገዛ ዜጎቹን ስም ያጠፋው የወያኔ ኤምባሲ ሊጠየቅ ይገባዋል። ትላንትና በድብቅ ሪያድ ገብቶ እንደ ተራ ሰው ወደ ሆቴሉ የሄደው ቴዎድሮስ አድሃኖም ዛሬ በአረብ ሊግ ግፊት የሳኡዲ ባለስልጣናት እንዳናገሩት ውስጥ አዋቂ ምንጮች ተናግረዋል። ጭፍጨፋው ከተደረገ ከ 4 ቀን በኋላ ለውጭ ጉዳይ ጌቶቹ ሪፖርት ያደረገው እና የተመዝገቡ ወረቀት የለጠፈው የወያኔ ኤምባሲ ለዜጎቹ ደንታ እንደሌለው በገሃድ አስመስክሯል።

Saudi Arabia intensifies raids against Ethiopian immigrants; 4 killed in car crash

November 11, 2013(ARABNEWS.COM) – Hundreds of Ethiopians, including at least 70 women, armed themselves with knives, rocks and broken bottles and threatened police, pedestrians and motorists in Manfouha district’s narrow streets. Anti-riot police fired in the air and used truncheons to break up the crowd. In the ensuing clashes, two men were killed — a Saudi and an Ethiopian. The Saudi victim, 32, was struck on the head with a rock. More than 70 people, including 28 Saudis, were injured and 104 vehicles were damaged. Several shops were ransacked. Police arrested 561 people. The district’s schools remained shut on Sunday, according to eyewitnesses. Riyadh police chief Brig. Gen. Naser Al-Qahtani said police had cordoned off central Riyadh to control the crowd and arrest troublemakers. Medical personnel reported that victims suffered concussions, bruises and knife wounds.On Sunday, police established an asylum center at the intersection of King Abdul Aziz Road, south of Riyadh Ring Road, where hundreds of undocumented Ethiopians surrendered in response to police calls.

ለጉዳዬ መነሻ የሆነኝ በ (facebook) የዉስጥ መስመሬ  ከሳዉዲ አንዲት እህት የፃፈችልኝ አሳዛኙን  በወገኖቻችን ለይ እየደረሰ  ያለዉን ሰቆቃ ሊረዳቸዉ የሚችል አካል ካለ  የበኩሌን እንዳደርግር የሚማፀን  መልክት ነዉ፡፡

የመልክቱ ይዘት አንዲህ ይነበባል፡- በፖሊሶች  የሚደርስባቸዉ እንግልት፤ድብደባ እና ግድያ በተጨማሪ ተፈጥሮም እየተፈታተናቸዉ አንደሆነ ትናገራለች፡፡ እስር ቤት ዉስጥ ሰዉ በሰዉ ለይ ተደራርቦ ሞልቶ  አሰፓልት ላይ ብርድ እና ፀሀይ አያሰቀያቸዉ ነዉ ትላለች፡፡  በተለይ ሴቶች እህቶቻችን ያሉበት ሁኔታ  በጣም አንደሚያሳዝን እና ሊደርስላቸዉ የሚችል  ወገን  እንደሚፈልጉ መልእክት እንዳስተላልፍ ወይም የበኩሌን እንዳደርግ የሚማፀን ነዉ፡፡

ግን ምን ማድረግ እችላለሁ፤ ማድረግ ብችል ጥሩ ነበር፤ ዉስጤ በሀዘን እያነባ እህህ እንጂ ልደርስላቸዉ አልቻለኩም፡፡ አዝናለሁ ማድረግ የምችለዉ መረጃዉን ለሚችሉ ማስተላለፍ ብቻ፡፡

ዘም ብዬ በዚህ ጉዳይ ሰብከነከን የሀገራት የዲፐሎማሲ ግኑኝነቶች  (Diplomatic  Relations)ማለተ ምነ ማለት ነዉ አልኩ፡፡ ምክንያቱም ይህ ወዳጅነት ሀገራት እርስ በርስ በመከባበር በፖለቲካ፤በኢኮኖሚ፤በባህል እና በመሳሰሉት ለሀገራቸዉ ለወገኖቻቸዉ  በሚጠቅም መንገድ በጋራ በትብብር ሊሰሩ ወዳጅነት ይመሰርታሉ፡፡ ከዚህ በተቃራኒዉ አሁን የኢትዮጲያ ዜጎች ላይ እየተፈፀመ እንዳለዉ አይነት  ወንጀል ሲፈፀም የክብር የሉአላዊነት ጉዳይ ስለሆነ መንግስታት ለሀገራቸዉም ለወገኖቻቸዉ ክብር ሲሉ ቅሬታ ያሰማሉ ወይም በአለም አቀፍ የህግ  አግባብ  እርምጃ ይወስዳሉ፡፡  

ለነገሩ ኢትዮጲያ  ክብራን የሚያስጠብቅላት መንግሰት ሲኖራት አይደል ዜጎች መብታቸዉ ሚጠበቀዉ፡፡ አበዉ ሲተርቱ ባለቤቱ ያቃለለዉን አሞሌ ጨዉ....አንዳሉት፤ ወያኔ በአለም ፊት  ሰዉ የመሆን ክብራችንን አዋርዶት ሌሎች በስደት ሄደነባቸዉ እንዴት ሊየከብሩን  ይችላሉ?

ህዝባችን እረኛ እንደሌለዉ መንጋ ተበትኖ፤ ተዋርዶና ክብሩን ጥሎ  መኖር ከጀመረ እነሆ 23 አመታትን  አስቆጠረ፡፡ ዜጎቻችን  በቄያቸዉ በሰላም ሰርተዉ እንዳይኖሩ በወያኔ አረመኔያዊ አገዛዝ  ተማረዉ በስደት የበረሀ፤ የባህር ሲሳይ እየሆኑ ከዛም የተረፉት ይኸዉ አሁን እንደምናየዉ ለጨካኝ አዉሬዎች እንደሰዉ ተፈጥረዉ አንደአዉሬ የሚንቀሳቀሱ ሰዉ በላ የአረብ ፖሊሶች እንግልት እና ሞት ተዳርገዋል፡፡

ዛሬ ዉሸት በማይታክተዉ ኢትዮጲያ ቴሌቪዥን አምባሳደር ዲና ሙፍቲ ቀርበዉ ስለ አረብ ሀገር ስደተኞች ተጠይቀዉ ሲመልሱ፤ በሳዉዲ ሀገር ያለዉን አምባሳደር አስጠርተዉ ስለጉዳዩ ሊጠይቁ እደሆነ ተናግረዋል፡፡ በጣም የሚያሳዝነዉ መጠየቃቸዉ ባያስከፋም ወገኖቻችን አሁን የሚያስፈልጋቸዉ አፋጣኝ ነፍስ የማዳን ምላሽ ነዉ፡፡ አሁን የሚያሰፈልገዉ በየትኛዉም መንገድ እንደ መንግስት ዜጎቻችን  ከእስር፤ ከድብደባ እና  ከግድያ  አንዲያመልጡ የሳዉዲን መንግስት ማስቆም ነዉ፡፡

ባለቤቱን ካልደፈሩ አጥሩን አይነቀንቁም አለ የሀገሬ ሰዉ፡ ሀላፊንት የሚሰማቸዉ ቢሆን  ወያኔዋች ዜጎች በየሀገሩ  በሄዱበት ሁሉ ሲዋረዱ የእነሱም ዉርደት አንደሆነ የገባቸዉ አይመስልም ወይም ጆሮ ዳባ ብለዋል፡፡ ለንገሩ የዉጪ ጉዳይ ሚንስትር 

Dr. ቴዎድሮስ አድሃኖም  ሳዉዲን በጎበኙበት ወቅት ከሳዉዲ ባለ ስልጣናት ጋር ህገወጥ የሚባሉትን ስደተኞች እንዲያሶጡና በምትኩ 40፣000 ህጋዊ ዜጎችን አንደሚልኩ የፈረሙበትን ማስረጃ እንደ ያዙ ባለስልጣናቱ ይናገራሉ›› ይህ በጣም ሀላፊነት የጎደለዉ ጊዜዉ ሲደርስ ከተጠያቂነት ማምለጥ አንደማይቻል ሊያዉቁት ይገባል፡፡

በሰለጠነ ዘመን ወደሗላ እንደ ጋርዮሽ የጨለማ ዘመን ሰዉ በሚመስሉ  በሰዉ በላ አዉሬዎች በወገኖቻችን ላይ በአረብ ሀገር መንግስታት የሚደርሰዉን እንግልት የአለም አይን እና ጆሮ እንዲያይ እና እንዲሰማዉ የምንችል ሁሉ የበኩላችንን እናድርግ ጥሪዬ ነዉ፡፡

በሪያድ መንፉሃ ወደ ሃገራችን ስደዱን በሚል መንፉሃ ባንክ አልራጅህ አካባቢ በርካታ ኢትዮጵያውያን መንግስት የወሰደውን እርምጃ ተቃውመው ሰልፍ መውጣታቸው ተሰማ። እንደ አረብ ኒውስ ዘገባ መሰረት በሰልፈኞች በተወረወሩ ድንጋዮች አንድ የሳውዲ ዜጋ መሞቱንም ዘግቧል።

እነዚሁ በነዋሪዎች ድብደባና በደል የደረሰባቸው ኢትዮጲያውያን ወደ ሪያድ ኢምባሲና ኮሚኒቱ መስሪያ ቤት በእግራቸው ያመሩ ሲሆን መንፉሃ አካባቢ የቀሩት ከፖሊስ ጋር ባደረጉት ግጭት አንድ የፖሊስ መኪና እንደተሰበረ የአይን እማኞች ገልጸውልኛል።

For Africa Media Leaders, Press Freedom Isn’t Top Concern

November 9, 2013, ADDIS ABABA (VOA) — African media leaders concluded a three-day conference in Ethiopia Friday, where press freedom was not on top of the conference agenda, even though many journalists on the continent face restrictions and repression.

Conference organizers said their core focus was on business development, technology innovation, and leadership and ethics. They believe discussions on the business side of media will automatically result in debates on press freedom.

Alison Bethel of the International Press Institute finds it worrisome that the African Media Leaders Forum did not prioritize the issue of press freedom.

“There needs to be more time dedicated to the issue,” she said, “because besides from business models and licensing and other things that are crucial to the media here, press freedom also is a very, very important part of doing business.”

There was a one-hour side event organized on the practices and challenges of press freedom in Africa. Journalists from different countries shared their experiences of being harassed, detained and threatened for trying to do their job.

The Committee to Protect Journalists urged the media leaders to address repression in Ethiopia, where the conference is being held. Last week, two Ethiopian journalists were detained for about six days without charges after reporting on local corruption.

More than 75 media publications have been closed in Ethiopia in the past 20 years and seven journalists are currently imprisoned on charges of terrorism.

Amare Aregwi, managing editor of Ethiopia’s largest English newspaper, The Reporter, says his media colleagues on the continent can also play a role in improving press freedom in Ethiopia:

“They can advise you, share their experiences and train you in such things,” Aregwi said. “Sometimes, you don’t find people or the government being ready to listen. On the other side also, some of the international media enjoy criticizing and ridiculing rather than helping.”

Twenty-eight journalists died on the African continent in 2012, with Somalia being the deadliest country. Twelve African countries have passed freedom of information bills, but they include countries such as Ethiopia and Uganda, which are regularly accused of cracking down on media practitioners.

The Doha Center for Media Freedom reported that more than 150 journalists from Ethiopia, Somalia, Eritrea, Sudan and South Sudan have been forced into exile since 2008.

የቱርኩ አይካ ጨርቃጨርቅ ፋብሪካ በኢትዮጵያውያኑ ላይ በሃገራቸው በደል እየፈጸመ ነው ሲሉ ሰራተኞች አማረሩ

(ዘ-ሐበሻ) በሰበታ ዓለም ገና አካባቢ የሚገኘው የቱርኩ የጨርቃጨርቅ ፋብሪካ አይካ በኢትዮጵያውያን ሴት ሰራተኞች ላይ በገዛ ሃገራቸው በአረብ ሃገራት ከሚደርስባቸው በደል ያልተናነሰ ጭቆና እያደረሰባቸው እንደሚገኝ የድርጅቱ ሠራተኞች በደላቸውን ለዘ-ሐበሻ ገለጹ። የሰው ልጅ በፈጣሪ ዘንድ እኩል እንደሚታይ የሚገልጹት እነዚሁ ሰራተኞች ድርጅቱ ሠራተኛ ሲቀጥር መልክ እና ቁመና እንደሚያይና በዚህም በደል እንደሚፈጽም ገልጸዋል፡፡

እነዚህ ሠራተኞች በቀን 10 ሰዓት እንዲሰሩ እንደሚደረጉ ያስታወቁት እነዚሁ ጠቋሚዎች በወር ከ400 እስከ 600 ብር ብቻ እንደሚከፈላቸው ተናግረዋል። በተለይም ማንኛውም ሠራተኛ ወደ ሥራ ቦታ ሲገባ ስልኩን እና ቦርሳውን እንዲያስቀምጥ እንደሚገደድ ያስታወቁት እነዚሁ ሠራተኞች በሥራ ሰዓት ከማንም ጋር እንዳይገናኙ እንደሚደረጉ አጋልጠዋል።

በአይካ ኩባንያ ውስጥ የሚሰሩ ቱርካውያን የወሲብ ጥቃት እንደሚፈጽሙባቸው ያስታወቁት እነዚሁ ዕማኞች ሠራተኞች ከሥራ እንባረራለን በሚል ፍራቻ ምስጢራቸውን አፍነው እንደሚቀመጡ፤ አፍ አውጥተው ለመናገር የደፈሩም በቶሎ ከስራ እንደሚባረሩ ጠቁመዋል። ዘ-ሐበሻ በዚህ ዙሪያ ከአይካ ጨርቃጨርቅ ፋብሪካ አመራሮች የሚሰጡትን አስተያየት ለማከል ያደርገችው ጥረት አልተሳካም።

Ethiopia’s shrinking prime minister

November 09, 2013 (Ethiopian Review) — The two TPLF factions are appearing to be close to resolving their differences and turning their attention to getting back the prime minister’s position from their puppet, Hailemariam Desalegn, according to Ethiopian Review sources. The Sibhat Nega faction reportedly has the upper hand, and Abay Woldu and friends have chosen to retreat instead of getting crushed. TPLF insiders have informed Ethiopian Review sources that Tewodros Hagos has emerged as a consensus choice to lead the party and become the next prime minister, but Sibhat Nega’s camp is still campaigning to put Teodros Adhanom in the PM’s office. And Hailemariam is done. He is to be disposed of before the 2015 fake elections get underway, our sources said.

It’s been over a year since Hailemariam became the prime minister in Ethiopia, taking over from the khat-addicted former dictator Meles Zenawi who died in July 2012. Under the Woyanne constitution, the prime minister in Ethiopia has dictatorial powers. Meles Zenawi and his wife used the position to loot the country, mete out punishments against their political opponents, and launch adventurous wars, among other misdeeds. Hailemariam, who claims to be a devout Christian, could have used such power to good use. Instead, he has allowed the TPLF junta to continue using him as a puppet, loot the country and torment the people. After one year in power, Hailemariam has not only done any thing good for Ethiopia, his stature, which was small to begin with, grew even smaller. With his slavish behavior toward the TPLF junta, he made himself useful only to his masters. In the end, he will be remembered as a puppet and a coward who lives only to fill his stomach.

After one you year in power, Hailemariam could have solidified his position and make it impossible for TPLF to push him out. He has failed to build and expand his own constituency and assert his authority. He is held in such contempt by his TPLF masters that they don’t even bother to provide him with “national security” briefings.

While Hailemariam was the prime minister over the past twelve months:

1. TPLF thugs continue to arrest, torture and murder innocent Ethiopians.

2. TPLF thugs continue to loot the country while millions of Ethiopians suffer from extreme economic deprivation.

3. Unable to find jobs in their own country, young Ethiopians continue fleeing to other countries, facing extreme dangers. In countries like Saudi Arabia, Ethiopians are treated worse than dogs.

4. Members and leaders of opposition parties continue to be harassed, beaten up and arrested.

Prime Minister Hailemariam cannot escape both moral and criminal accountability for the these and other countless crimes the TPLF junta is committing against the people of Ethiopia.

The GoE announced that the bombs went off while being assembled, and that the three dead were terrorists from the outlawed Oromo Liberation Front (OLF) with links to the Oromo National Congress (ONC). An embassy source, as well as clandestine reporting, suggests that the bombing may have in fact been the work of GoE security forces. END SUMMARY

¶2. (U) On September 16, three bomb explosions were reported in the Kara Kore area of Addis Ababa. The explosions were heard at 4:45 a.m., 7:00 a.m., and 10:00 a.m. The National Intelligence and Security Service (NISS), together with the Federal Police Anti-terror Task Force later reported that the bombs were “part of a coordinated terror attack by the OLF and Sha’abiya (Eritrea) aimed at disrupting democratic development.” The NISS said that the intended terror plot had failed and the bombs had mistakenly gone off while the suspects were preparing them while hiding out at an illegally built house. Two of the suspects died immediately, while another died on the way to the hospital. One other is in critical condition. The police task force reported having others in custody related to the plot and that evidence shows the terrorists had ties to Oromo groups – the Mecha and Tulema Association (MTA) and the ONC. They also said that the bombs used contained parts sourced from Eritrea and were consistent with bombs used in previous terrorist attacks.

¶3. (S) On September 20, Dr. Merera Gudina (strictly protect), the former leader of the ONC (and a typically reliable information source), contacted Post to report that the deceased had not died not while constructing a bomb, but rather at the hands of GoE cadres. Dr. Merera said that the men had been picked up by police a week prior, kept in detention and tortured. He said police then left the men in a house and detonated explosives nearby, killing 3 of them. He did not indicate whether the men were ONC or OLF affiliated.

¶4. (S) Clandestine reporting indicates that the bombs did not explode inside the structure, but rather appear to have been placed outside and detonated.
