June 30, 2013 (Mail & Guardian) — President Barack Obama is due to announce on Sunday a $7-billion initiative over five years to double access to power in sub-Saharan Africa.
“We see this as the next phase in our development strategy and a real focal point in the president’s agenda going forward,” deputy national security adviser Ben Rhodes told reporters travelling with the president.
Obama is midway through a three-country tour of Africa and is due to give what aides bill as his fullest description of his vision for the US relationship with the continent on Sunday.
The president has chosen historically resonant locations for the address, and is due to speak at the University of Cape Town after touring the prison on Robben Island. Robert F Kennedy’s 1966 speech at the university linked the struggles against apartheid and the US civil rights movement and was seen as giving encouragement to the movement.

The Oromo people make up about 40 per cent of Ethiopia’s population, yet face widespread discrimination and have long been targeted by the government. So what should be done to stop the marginalization of the Oromos and end Ethiopia’s internal ethnic divide?

It is composed of 22 qualitative and quantitative indicators from highly respected sources, which gauge three broad themes: the level of safety and security in society; the extent of domestic or international conflict; and the degree of militarisation.

UNHCR moving Oromo refugees to a safer area within Cairo

(OPride) – UNHCR is planning to temporarily relocate Oromo refugees to a safer neighborhood within Cairo from their current residences, activists said. Oromo refugees in Egypt have been camping outside the UNHCR regional office for over two weeks demanding physical protection amid anti-Ethiopia backlash over the Nile dam stalemate.

“We need home...we need safety...we will remain on these streets until our voices are heard and our rights are respected,” a few dozen refugees sitting on streets outside the UNHCR office chanted on sunday marking the start of third week of their protests. 
Amid deteriorating camp conditions and health of the protesters, the UNHCR has secured about 70 housing units in a safer neighborhood, the activists said in an email message last night. Last week, Al Jazeera reported, the protesters were “sleeping on the grass outside...near leaking sewage from a surrounding apartment complex.”

የኢትዮጵያ ብሔራዊ ቡድን ለአለም ዋንጫ ማጣሪያ ከደቡብ አፍሪካ አቻው ጋር ተጫውቶ ያስመዘገበው ሶስት ነጥብ በፊፋ ውሳኔ መቀነሱን ተከትሎ ብዙዎችን እያነጋገረ ያለው የኢትዮጵያ እግር ኳስ ፌዴሬሽን ስህተት፣ በወንጀልና በፍትሀብሔር ህግ ያስጠይቃል ሲሉ የህግ ባለሙያዎች ተናገሩ፡፡ በወንጀል ህጉ አንቀጽ 702 እና 703 ላይ የተረከቡትን ስራ በአግባቡ አለመወጣት እና ቸልተኝነት ወይም አውቆ አለማድረግ እንደሚያስከስስ የተናገሩት የህግ ባለሙያው አቶ ፈቃዱ ፀጋ፤ የቡድን መሪው እንደተባለው ከጉዳዩ ጋር የሚያያዘው ደብዳቤ ደርሶት ተገቢውን እርምጃ ሳይወስድ ከቀረ ሃላፊነቱን ባለመወጣት ተጠያቂ ይሆናል ብለዋል፡፡
አሠልጣኙም የስራ ዝርዝር ሃላፊነታቸው ላይ የተቀመጠውን ነገር በአግባቡ ካልፈፀሙ ተጠያቂ ይሆናሉ የሚሉት አቶ ፍቃዱ፤ በወንጀለኛ ህጉ አንቀፅ 58 1 (ሀ) እና (ለ) “ቀጥታ ቸልተኝነት” ወይም ደግሞ “የሆነ ይሁን ብሎ” የሚል ሲሆን፣ ሃላፊው “የሆነ ይሁን” ብሎ፣ “ቅጣት ቢመጣም ይምጣ” በሚል ማሳለፍ ፈልጐ ካደረገ ወይም የተቀጣን ለይቶ ማሰለፍ ሲገባው ባለማድረጉም ለሰራው ስራ ሁለቱም በዚህ አግባብ ሊጠየቁ እንደሚችሉ ገልፀዋል፡፡ ይሄ አንቀጽም ከ 6ወር -10 አመት የሚያስቀጣ መሆኑን ገልፀው፤ ከዚህ በኋላም አገሪቱ ያጣችውን በፍትሀብሔር መጠየቅ ትችላለች ብለዋል፡፡ ሌላው የህግ ባለሙያ አቶ ደበበ ኃ/ገብርኤል በበኩላቸው፤ በጉዳዩ ሰበብ የሚደርስ በገንዘብ የሚተመን ጥቅም ከቀረ ሙያዊ ሀላፊነት በአግባቡ ባለመወጣት እና በአስተዳደራዊ እርምጃ ሊጠየቁ ይችላሉ ብለዋል፡፡
የገንዘብ ጥቅምን በተመለከተ በፍትሐብሔር መጠየቅ ይቻላል የሚሉት አቶ ደበበ፤ አስተዳደራዊ እርምጃን በተመለከተም ከስራ ማሰናበትና ሌሎች አስተዳደራዊ እርምጃዎችን መውሰድን እንደሚያካትት ገልፀዋል፡፡ ድርጊቱ የተፈፀመው በከፍተኛ ቸልተኝነት ከሆነ ደግሞ በወንጀል ሊጠየቁ ይችላሉ ያሉት አቶ ደበበ፤ በሚከሰሱበት የወንጀል አይነቶች እንደየደረጃቸው ሊቀጡ እንደሚችሉም ተናግረዋል፡፡ የተሰጠን ሃላፊነት በቸልተኝነት አለመፈፀም ብቻ ሳይሆን ለመፈፀም ያልቻሉበት ሁኔታ ምንድነው የሚለውን በዋናነት በማየት አሳማኝነቱ ተመዝኖ የቅጣቱ ክብደትና ማነስ እንደሚታወቅም አክለዋል - የህግ ባለሙያው፡፡

June 21, 2013 (The Guardian) – Two survivors of a dinghy tragedy that killed 63 migrants in the Mediterranean lodged fresh legal complaints on Wednesday in Paris and Madrid, accusing the French and Spanish military of failing to come to the aid of people in danger.
The harrowing case known as the boat “left-to-die” was first revealed by the Guardian in 2011 and raised serious questions about the role ofNato naval vessels and military aircraft after a tiny dinghy crammed with 72 migrants from sub-Saharan Africa ran out of fuel and drifted for two weeks along one of the busiest shipping lanes in the world. The passengers died one by one, despite numerous distress calls, while Nato allies engaged in the operation against Colonel Gaddafi were in the waters nearby but did not help.

Ethiopia must give private sector a bigger push – World Bank

June 21, 2013 (Reuters) – Ethiopia should ensure private industry and business has sufficient access to finance in the state-dominated economy to keep growth rates up and shift from a heavy reliance on agriculture, the World Bank said.
The Horn of Africa nation with its strongly state-interventionist policies has one of the world’s fastest-growing economies. The government expects growth of 10 percent in the fiscal year ending next month, boosted by rising agricultural output.
Industry, however, accounts for only about 10 percent of gross domestic product, while major sectors of the economy such as banking and telecoms remain in state hands.

(Reuters) – An Ethiopian opposition party called on Thursday for the government to scrap an anti-terrorism law it says is used to stifle dissent, threatening a repeat of protests that brought thousands onto the streets of Addis Ababa early this month.
The rally on June 2, organized by another opposition group, was the first large-scale protest in the Ethiopian capital since a disputed 2005 election ended in street violence that killed 200 people.
Opposition groups in the Horn of Africa country were vibrant until that vote but have since largely retreated from public view, the result, analysts say, of harassment by the authorities and divisions within their ranks.

June 19, 2013 (Counter Punch) — The people of Ethiopia have been suppressed and controlled for generations. Under the current EPRDF government, freedom of expression has been curtailed and an atmosphere of fear and intimidation fostered. Peaceful assembly has not been allowed, contrary to the constitution, and all political dissent stamped on.
In 2005, after parliamentary elections that many, including the European observers, deemed to be unfair, students took to the streets in the capital Addis Ababa to demonstrate against what they saw as electoral fraud. The regime responded to this democratic display by deploying armed security personnel who killed, Human Rights Watch (14/06/2005) reported, “dozens of protesters and arbitrarily detained thousands of people across the country.” Some estimate that up to 200 people were killed by government forces.

June 4, 2013 (VOA) A peaceful protest rally in the Ethiopian capital, Addis Ababa, has sparked speculation the government may be relaxing its tight restrictions on political demonstrations.  The large turnout at the rally has also raised the profile of a little-known opposition party that seems to be attracting a large following among Ethiopia’s disaffected youth.Sunday’s demonstration drew thousands to the streets of Addis.  But estimates of how many thousands varied widely.  State-run television reported it was 2,000, while organizers said it was more like 15,000 to 20,000.
Whatever the figure, the event was significant.  It marked the first time authorities have allowed a mass political protest in Addis Ababa since 2005, when police gunned down demonstrators who accused the ruling party of fraud in parliamentary elections.
Pictures and video of the demonstration created a sensation on the Internet, prompting speculation about whether Prime Minister Hailemariam Desalegn’s government might be easing restrictions on political speech imposed by his predecessor, the late Meles Zenawi.
It also raised questions about whether a new generation of opposition leaders might be emerging.  The rally was organized by the Semayawi (Blue) Party, a small offshoot of an opposition group that collapsed following the 2005 election.
Party president Yenekal Getinet said the Blue Party represents the desire for change among the 70 percent of Ethiopians under the age of 35, who he said want to break away from the Marxist ideas that have dominated the country’s political thinking for more than a generation.
“This is a new generation of leaders,” said Getinet. “Many political leaders for the last 20 years, be it in the ruling party or opposition are from the leftist ideology or Marxist-Leninist mindset and ethnocentric.  So this is the new generation from the globalization era, a bit liberalized, vibrant and knowledge-based; and this may be the reason why, I am from the new generation.”
The protest was mainly called to demand the release of political prisoners, including opposition leaders, journalists and the organizers of last year’s Muslim protests that called for an end to government interference in religious affairs.
Government spokesman Shimeles Kemal was quoted Monday as saying the overwhelming majority of the protestors were Muslims, including Islamic extremists.  But law professor Yakob Hailemariam, who is representing the Muslim protest organizers in court, and was the keynote speaker at Sunday’s rally, said the demonstrators represented a broad spectrum of Ethiopian youth.
“Actually, the number of Muslims was only one-fifth, it was not very significant.  They stand out because of their clothes, but they were not that many.  But the demo was espousing their cause that Muslim jailed leaders should be released, so that was one of the demands, but it has not religious sentiment to it,” said Yakob.
Yakob, who is gained prominence as a senior prosecutor with the International Criminal Tribunal for Rwanda, expressed surprise that Ethiopia’s ruling EPRDF party had allowed the demonstration.  He said it is too early to know whether this represents a change in the tight restrictions on protests that have been in effect since the 2005 post-election violence.
“It Is hard to tell.  The EPRDF is secretive and it is difficult to know what their intentions are.  I have been wondering why they allowed this demonstration.  Are they opening up?  Is this an indication?  Because they have been prohibited since 2005.  Strictly prohibited,” said he said.
Blue Party leader Getinet declined to speculate about whether authorities would tolerate more protests.
Other opposition figures, including Yakob Hailemariam, have noted that the demonstration permit had been issued just before last month’s African Union summit, when the government’s restrictions on political speech were under scrutiny by a host of international visitors, including U.S. Secretary of State John Kerry.
Yenekal said the test will come in three months, when the Blue Party plans to ask for another demonstration permit to press its demands for release of political prisoners.
Critics allege Ethiopia has become a de facto one-party state, noting the ruling EPRDF’s near total domination of all elections since 2005.  The late prime minister Meles Zenawi rejected that label, however, calling it a dominant-party state.

First massive rally in Addis Ababa since May 2005

02 june 2005 , Hundreds of thousands flocked to a peaceful rally in support of an opposition group, Semayawi party in the Ethiopian capital, Addis Ababa today. According to analysts, this is the second political rally in the nation’s modern political history since May 2005 in which millions stage in the streets of Addis Ababa.
