[Breaking News] Serkalem Fasil Joins Ethiopia’s Exiled Journalists July 26, 20130 Comment Awramba Times (Phoenix, Arizona) – Serkalem Fasil, award-winning Ethiopian journalist and former co-publisher of the weekly newspapers Asqual, Menilik, and Satenaw has left Ethiopia with her son yesterday. According to our confidential sources, Serkalem has already departed to the United states and detail has not been given on the matter. In November 2005, Serkalem was arrested along with thirteen newspaper editors including her husband, Award winning blogger, Eskinder Nega. Eskinder has been jailed seven times by the Ethiopian government and is still in prison under the nation’s sweeping anti-terror legislation. He has been convicted and sentenced to 18 years in June 2012 on trumped up terrorism and treason charges. Amnesty International, Human Rights Watch and CPJ have condemned the ruling as baseless and politically motivated. Serkalem Fasil won a “Courage in Journalism Award” from the International Women’s Media Foundation in 2007.

Egypt Rules Out War With Ethiopia Over Nile River Hydropower Dam

Egypt has no plans to go to war with Ethiopia over the Horn of Africa nation’s construction of a hydropower dam on the Nile River, said Mona Omar, special envoy for Interim Egyptian President Adly Mansour.

Former Egyptian President Mohamed Mursi told supporters last month his government will “defend each drop of Nile water with our blood.” Mursi, overthrown by the army on July 3, had a failed foreign policy and Egypt plans to negotiate with Ethiopia about the dam, Omar told reporters today in the Ugandan capital, Kampala.

“We cannot go to war with any African country,” she said. “When you differ in opinion it doesn’t mean you will go to war.”
Ethiopia is building a $4.3 billion, 6,000-megawatt hydropower plant on the Blue Nile River, the main tributary of the Nile River that provides Egypt with most of its water. The dam, to be completed by 2017, has raised concerns in Egypt that it will cut supplies of water allocated by accords put in place more than five decades ago.

The project, known as the Grand Ethiopian Renaissance Dam, is set to be Africa’s biggest hydropower plant when it is built.

ETHIOPIA: LEGALLY CORRUPT

Introduction

The simplest definition of state corruption is the self-enrichment of government officials through the use of the power bestowed on them and state mechanism. In Ethiopia, the TPLF is a mafia type gang that is running its own Mafiosi economic empire, not the country as a legitimate caring government.

The country itself is up for sale, as long as there are buyers out there. That is why people in Gambella were to evicted and their land sold to Indian and Arab, Turkish, Pakistani Billionaires. Recently, the Ethiopian Government refused to cooperate with the World Bank when it was asked to investigate whether the World Bank violated its own policies by funding, in which thousands of people were allegedly relocated to make way for agricultural investors. The British Government actually knowingly or unknowingly funded a programme that evicted the tribes of the Lower Omo Valley in south west Ethiopia – chief among them the Mursi, the Nyangatom, the Bodi and the Daasanach, who depend on a combination of flood retreat cultivation on the banks of the Omo River, rain fed cultivation further back from the river, and cattle on the grass plains, again to make way for foreign agricultural investors. The land of the Amaras, Afars, Oromos and all over the country is up for a grab. Even Egypt secured herself 20, 000 acres of farmland. To imagine this, one acre is about 1 football stadium field. The money from the sale of land, in hard currency goes straight either to the pockets of individuals of those in powers or to the coffers of regime’s private money making institutions, such as the “The Endowment Fund for the Rehabilitation of Tigray”, EFFORT.

Ethiopia is full of ironies. Before the Tigray Liberation Front (TPLF) became the “Government”, it was separatist rebel force, just like that of Eritrean Liberation Front with the aim of building the Future Republic of Tigray (dream map shown below).  After successfully overthrowing the military regime of Lt Col. Mengistu Hailemariam, guerrilla leaders of TPLF helped Eritrea gain its independence but delayed their own, to finish some unfinished task of dismantling Ethiopia. Then they saw, the opportunity to amass any wealth from the South and move up to the North, to prosper their future Republic of Tigray, their ultimate goal. They never felt belongingness to Ethiopia. The mother of all ironies is that they are ruling the country and the people they hated so much at gun point. Therefore, expecting respect for human right from such a bunch of separatists is like expecting dove from a serpent’s egg. What would the British feels, if IRA end up being in charge of the Westminster to decide on the future of The United Kingdom? I leave that to your imagination.

Then another irony follows. Throughout the history of mankind, governments fought with neighbouring countries to expand their territories, but the government of Ethiopia fights with its own people to give land away to anybody outsider as long as the other party pays. The boarder land with the Sudan, including the birth Place of Emperor Theodros, whose son Prince Alemayehu Theodros’s body is lying right here in Britain at Windsor Castle has been given to the Sudanese after forcefully evicting the inhabitants, under gunpoint. That was in return of the Sudanese assistance while they were fighting the previous regime. A fertile farmland had to be taken away from Ethiopian farmers and given to a neighbouring country. When the Sudanese military came to take over the land, the farmers stood up to protect their property, fighting back bravely. However, their own government attacked them from behind in defence of the alien Sudanese military.

ምክንያቱም በሰብአዊ እርዳታ ስም ጥይት እና መሳሪያ መግዣ እየሰጡ ወያኔ  በህዝብ ጫንቃ ላይ  በሀይል እንዲቆምና  እንዲገድል  ብሎም ሀገራችን እንደ ሀገር የመቆም ህልዉናዋ ጥያቄ ዉስጥ እንዲገባ፡ ህዝብ በሀገሩ ላይ እንደ ሁለተኛ ዜጋ እንዲቆጠርና የበዪ ተመልካች እንዲሆን አድርገዉታል፡፡ በእዉነት እነዚህ ለጋሽ ሀገሮች  ወያኔ በህዝብ ላይ የሚያደርሰዉ ጭቆናን ሳያዉቁ  ቀርተዉ ሳይሆን የሃገራቸዉን  ጥቅም  ከማስጠበቅ አንፃር ብቻ ስለሚሰሩ ነዉ፡፡ ስለዚህ  አሁን ገንዘባችሁን ይዛቹ  ከነፃነት መንገዳችን  ላይ ዞር  በሉልን ልንላቸዉ እና በራሳችን መንገድ  እንዴት ነፃ እንደምንወጣ እናዉቅበታለን ልንላቸዉ ይገባል፡፡

በዓለም- የሴቶች ግርዛት ጨምሮአል

በዓለም አቀፍ ደረጃ 125 ሚልዮን ሴቶች እና ሕፃናት የግርዛት ሰለባ መሆናቸውን እና በሚቀጥሉት አስር ዓመታትም በዓለም ዙርያ ከ30 ሚሊዮን የሚበልጡ ሴቶች ለግርዛት አደጋ እንደሚጋለጡ የተመ ድ የህጻናት ድርጅት ፣ ዩኒሴፍ አስታወቀ። ዩኒሴፍ  በ29 የአፍሪቃ እና የመካከለኛው ምሥራቅ ሀገራት ላለፉት 20 ዓመታት ያካሄደው እና ትናንት ይፋ ያወጣው ጥናት እንዳስረዳው፣   በጊኒ፣ ጅቡቲ፣ ሶማልያ  እና በግብጽ የሴት ልጅ ግርዛት በተለይ ተስፋፍቶ ይታያል። ጥናቱ ከተካሄደባቸው ሀገራት ነዋሪዎች መካከል በቁጥር ከግማሽ በላይ የሚሆኑት የሴት ልጅ ግርዛት እንዲቆም ይፈልጋሉ።  የሴትን ልጅ ግርዛት በማብቃቱ ትግል ላይ ወንዶችን ማሳተፍ ለትግሉ መሳካት ወሳኝ መሆኑን  የጥናቱ ውጤት  አመልክቶዋል።

አዳዲሶቹ መሪዎች የአመራር ለዉጥ የተደረገዉ ዴሞክራሲያዊ በሆነ ምርጫ ነዉ ሲሉ፥ ከሥልጣን የተወገዱት ባንፃሩ የምርጫዉን ሒደት «የፓርቲዉን ደንብ የጣሳ» በማለት ተቃዉመዉታል።

ከኢትዮጵያ መንግሥት ተቃዋሚ ፓርቲዎች አንዱ የመላዉ ኢትዮጵያ አንድነት ድርጅት (መኢአድ) የእስካሁን መሪዎች ከሥልጣን ተወግደዉ አዳዲስ መሪዎች ተመረጡ።በአዲሱ ለዉጥ መሠረት የድርጅቱ መሥራችና የረጅም ጊዜ ፕሬዝዳት ኢንጂነር ሐይሉ ሻዉል የመሪነት ሥልጣናቸዉን ለቅቀዉ አማካሪ ሆነዋል።አዳዲሶቹ መሪዎች የአመራር ለዉጥ የተደረገዉ ዴሞክራሲያዊ በሆነ ምርጫ ነዉ ሲሉ፥ ከሥልጣን የተወገዱት ባንፃሩ የምርጫዉን ሒደት «የፓርቲዉን ደንብ የጣሳ» በማለት ተቃዉመዉታል።የአዲስ አበባዉ ወኪላችን ጌታቸዉ ተድላ ሐይለ ጊዮርጊስ ሁለቱንም ወገኖች አነጋግሮ የላከልን ዘገባ አለ።

1976 ሰላዩ ለካስትሮና ለተከታዮቻቸዉ ያነጣጠሩትን የጥፋት ለበቅ ተራ-ወገኖቻቸዉ ላይ ሊያወርዱት ወሰኑ።የበረራ ቁጥር 455 ፥ የኩባ የመንገደኞች አዉሮፕላን ወደ ኪንግሰቶን-ጃማይካ ሊበር ከባርቤዶስ አዉሮፕላን ማረፊያ ተነሳ።ብዙም አልቆየ።ጋየ።ሰባ-ሁለት መንገደኞቹም ከሰሉ።

የየዋሕ መንገደኞች ቤተሰቦች፥ ዘመድ፥ ወዳጆች፥ ሲላቀሱ፥የብዙዉ ዓለም መንግሥታት ሽብሩን ሲያወግዙ የሲ አይ ኤዉ ጀግና ተደሰቱ።ዩናይትድ ስቴትስም አሸባሪ ጀግናዋን እጇን ዘርግታ ተቀበለችዉ።ዘንድሮ በሰላሳ ሰባት ዓመቱ የሰላሳ ዓመቱ አሜሪካዊ ሰላይ ኤድዋርድ ስኖደን ከሐዋይ በሆንግ ኮንግ አድርጎ ሞስኮ ገባ።

የስኖደን ብጤ የኮንትራት ሠራተኞች ቁጥር ከቋሚዎቹ አይተናነስም።ሥለ NSA የተለያዩ መፅሐፍት ያሳተመዉ ጋዜጠኛ ጀምስ ባምፎርድ እንደሚለዉ፥ እርስዎ ከዱባይ ወይ ከለንደን አዲስ አበባ ላለች ፍቅረኛዎ የፍቅር ኢሜል ይመይላሉ እንበል።ስኖዳን እና ብጤዎቻቸዉ ሐዋይ፥ ሜሪላንድ ወይም የፈለጉበት ቦታ ሆነዉ-ከፍቅረኛዎ እኩል ምናልባትም ቀድመዉ ኢሜልዎን ያነባሉ።

«በኢንተርነት የሚደረገዉ ከዘጠና ዘጠኝ በመቶ በላይ ግንኙነት አንድም ወደ አሜሪካ ይገባል አለያም በአሜሪካ በኩል ያልፋል።ሥለዚሕ ዩናይትድ ስቴትስ ከፍተኛ አቅም አላት።መቼም እንዲሕ አይነቱን አቅም ኔዘርላንድስ ወይም ሌላ የአዉሮጳ ሐገር ይኖረዋል ብለሕ አትጠብቅም።»

ሥልክ የደዉሉት ከጂዳ፥ የተደወለልዎት ካፓርስ ነዉ እንበል።ወዴትም ይደዉሉ፥ ከየትም ይደወልዎት ከሰማንያ ከመቶ የሚበልጠዉ የሥልክ ንግግር በአሜሪካ በኩል ነዉ የሚያልፈዉ።

አሜሪካን ሳይነካ የሚያልፈዉን የሥልክ ጥሪ እነ ስኖደን ከያለበት ጠላልፈዉ፥ ለቃቅመዉ ከዚያ የመረጃ ትልቅ ጎተራቸዉ ያክቱታል።ከዚያ እያስተረጎሙ፥ እያስተነተኑ ለአለቆቃቸዉ ያቀርባሉ። እርስዎ ተራ ሰዉ ነዎት።በNSA አይን ግን የጀርመንዋ መራሒተ-መንግሥት አንጌላ ሜርክልም ከርስዎ መለየታቸዉን እራሳቸዉ እንዳሉት እርግጠኛ አይደሉም።

ጀርመኖችን በመሠለሉ ሒደት የጀርመን መንግሥት ባለሥልጣናት በተለይም የሐገሪቱ ፌደራላዊ የሥለላ ድርጅት (ቡንደስ ናኽሪሽተን ዲኒስት) መሪዎች ከአሜሪካኖች ጋር ተባብረዋል የሚለዉ ዘገባ የጀርመን ፖለቲከኞችን እያወዛገበ ነዉ።የተቃዋሚ ፓርቲ መሪዎች የሥለላዉ ተቋም ባለሥልጣናት ከሥልጣን መዉረድ አለባቸዉ እስከማለት ደርሰዋልም።

የአገር አስተዳደር ሚንስትር ሐንስ ፔተር ፍሬድሪሽ አሜሪካኖች ጀርመንን ሥለመሠለላቸዉ ማብራሪያ እንዲሰጧቸዉ ዋሽግተን ድረስ ሔደዉ ጠይቀዉ ነበር።የተቃዋሚ ፓርቲዎችን ጥያቄና ጥርጣሬ የሚያስወግድ መልስ ግን አልሰጡም።ወይም አላገኙም።መራሒተ መንግሥት አንጌላ ሜርክልም የአሜሪካ ሠላዮች የጀርመንን ሕግ ሥለ መጣስ-አለመጣሳቸዉ የማዉቀዉ ነገር የለም ባይ ናቸዉ።

USCIRF Calls on Ethiopia to Release Religious Freedom Advocates on Trial

 July 23, 2013, WASHINGTON D.C. (USCIRF) — On the one-year anniversary of the crackdown on Muslim protestors for peacefully advocating for their religious freedom rights, the U.S. Commission on International Religious Freedom (USCIRF) calls on the Ethiopian government to release 29 individuals who have been detained and put on trial.

In July 2012, the government arrested hundreds of Muslims peacefully demanding that it cease interfering in their religious affairs and allow their community to vote freely for representatives on the Ethiopian Islamic Affairs Supreme Council (EIASC).  While most were released, 29 were charged on October 29, 2012 under the government’s Anti-Terror Proclamation, accused of “intending to advance a political, religious or ideological cause” by force and the “planning, preparation, conspiracy, incitement and attempt of terrorist acts.”  It was the first time that Ethiopia’s terrorism law was used in connection with a religious freedom issue.

Hundreds of pro and anti-Ethiopian government protestors have gathered at the Belmead Community Hall

July 21, 2013, Edmonton, Canada(CTV) — An estimated 100 people were believed to be involved in a heated protest at the Belmead Community League Hall Saturday afternoon.

Authories said about 20 police officers were called in after the situation escalated.

Media and the general public were removed to a safe distance.

Protestors called the gathering in the hall of Ethiopian government supports was illegal and they were standing up for those in their home country.

“They are speaking out you know for the right of their brothers and sisters in their home country and the illegal meeting the government agents are holding here and they are agents and messengers,” Derej Geleta explained to CTV News.

“It is a peaceful demonstration for the right of our peoples in our home country,” he added.

A confrontation was avoid as police lined up with riot gear at the back of the building, creating a safe space for those inside the building to exit into a bus.

More than 15 Ethiopians living in Norway held a demonstration in Harstad , demanding the Ethiopian government to respect the rights of citizens.
“Free prisoners of consciousness”, “Respect the freedom of the press”, “Respect the freedom of thought and expression”, “The Norwagian Goverment should stop funding the regime”, “Stop corruption and racism” were among the slogans the protestors chanted.And also by the representative of the coordinator saied the following
Lack of freedom in Ethiopia:
Out of five countries in the world showing the greatest aggregate declines in freedom from 2007-2011, Ethiopia was fifth according to the previously mentioned 2012 study by Freedom House.

In the case of Ethiopia, it is well known within the country that the ethnic-based Tigrayan Peoples’ Liberation Front (TPLF) not only controls the ruling party, the Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF), but it also controls every sector of society and every facet of life from the federal level to the kebele (neighborhood levels). This includes the parliament, civil service, the judiciary, the military, security forces, civic institutions, religious institutions, the economic system, the educational system and the administration of developmental aid; including the dispensation of food aid, fertilizers, seed and other developmental aid.
No independent judiciary in Ethiopia:
Judiciary serves the interest of corruption, cronies, silencing opponents, rewarding regime loyalists, impunity for human rights crimes, land and resource grabs, illicit financial transactions, complicity in illegal human trafficking of etc. Guilty are acquitted or never charged and the innocent are silenced, punished or flee the country—oftentimes suffering great risks on way. Many Ethiopian journalists, justice defenders, equality defenders, human rights defenders in Ethiopia in jail and no one speaking up for them.
Together, we must handle this fragile political situation with care, spreading principles of love, truth, responsibility, peace, justice and equality from person to person until it brings new light to every dark corner of our beautiful country.
May God help us to live out these principles “Humanity Before Ethnicity” or any other differences and “None of us will be freeuntil all are free” so we and others near and far are both blessed in a “ceremony of harmony, peace and inclusion” as we stand for love rather than hate, justice rather than injustice and equality rather than inequality .

Amnesty International is concerned that Norway will maintain its international obligations and have a humane refugee and asylum policy.

CHALLENGES IN NORWAY

The government and political parties in Parliament have used expressions as a ‘fugitive power’ and thus given a false impression that Norway virtually flooded with refugees.

Amnesty is very critical of how many politicians choose to communicate attitudes and views on refugee and asylum policy in Norway. Politicians helps to discredit asylum seekers for example by using the term ‘fortune hunters’.

This undermines respect for the individual applicant and the UN Refugee Convention .

Government and opposition parties claim constantly that the vast majority of the refugees who come to Norway not bring identification documents or provide their identity. This is true in most cases.

According to the Directorate of Immigration (UDI) has very many of those seeking asylum identification papers and 93 percent of those who received asylum in 2011 had confirmed or probable his identity during the processing of asylum applications.

REFUGEES IN NORWAY

The actual number of people who have fled their homes in the world today is in great contrast to the number of refugees seeking asylum in Norway.
More than 16 million people are displaced outside their own country. Of these, in 2011 9100 who sought asylum in Norway. That means it is 0.06 per cent of the world’s refugees find their way to Norway and seeking protection here.

WHERE SEARCHING FLUKT?

Stricter rules has led to the term ‘European fortress’ is often used to describe how difficult it has been for a refugee seeking asylum in a European country.

The majority of the world’s refugees come from Asia and Africa, and the vast majority of refugees seeking refuge in neighboring countries. These are often countries with great poverty, yet still receives millions of people in need of protection.

Amnesty POSITION Accepting refugees and asylum seekers is about rights and obligations, not volunteerism and charity.According to the UN Refugee Convention and the Universal Declaration of Human Rights of people who are persecuted or life is in danger due to war and conflict the right to apply for asylum in another country.Amnesty believes that Norway as a minimum should follow the recommendations of the UN High Commissioner for Refugees (UNHCR). When the government chooses to act contrary to UNHCR’s recommendations by showing that you follow Norwegian law, it creates an artificial and dangerous contradiction between international obligations and so-called Norwegian law. It is unprincipled and opportunistic political voice picking. WHAT DO AMNESTY? we are consultative body on proposed amendments to the Immigration Act, the meetings with the authorities, and petitions against the Norwegian practice or on behalf of individual asylum seekers. We also participate actively in the public debate. Amnesty working closely with several asylum lawyers and help with documentation on the land situation in a number of asylum cases. In particular asylum requests Amnesty expert witness when the matter is taken to court. Exceptionally, we follow individual cases through the application process if we see that it is of fundamental importance.

World Bank Board approves investigation into allegations of bankrolling human rights abuses in Ethiopia

July 16, 2013 (Inclusive Development International) — The World Bank’s Board of Executive Directors has approved a full investigation into whether the Bank has breached its policies in Ethiopia and contributed to a government program of forced population transfers known as ‘villagization.’  The Bank’s move follows the resolution of a five-month standoff with the Ethiopian government, which had publicly threatened in May not to cooperate with the investigation.    A preliminary report issued by the Bank’s internal watchdog, the Inspection Panel, recommended the investigation in February after receiving a complaint submitted by indigenous people from Ethiopia’s Gambella region.

The complaint alleges that the Anuak people have suffered grave harm as a result of the World Bank-financed Promoting Basic Services Project (PBS), which has provided 1.4 billion USD in budget support for the provision of basic services to the Ethiopian Government since 2006. The Bank approved an additional $600 million for the next phase of the project on September 25^th – one day after the complaint was filed. A legal submission accompanying the complaint, prepared by Inclusive Development International (IDI), presents evidence that the PBS project is directly and substantially contributing to the Ethiopian Government’s Villagization Program, which has been taking place in Gambella and other regions of Ethiopia since 2010 and involves the relocation of approximately 1.5 million people.

US Next Ambassador to Ethiopia: Who Is Patricia Haslach?

July 11, 2013 (Allgov) — The next ambassador to the northeast African nation of Ethiopia, which was the only African nation to successfully maintain its independence during the Age of Empire, will be Patricia Haslach. If confirmed by the Senate, Haslach would succeed Donald Booth, who served in Addis Ababa from 2009 to 2012. In her most recent position, Haslach served as principal deputy assistant secretary in the State Department’s newest bureau, the Bureau of Conflict and Stabilization Operations, starting January 24, 2013.

Born in Rockville Center, New York, in 1956, Haslach moved with her family to Lake Oswego, Oregon in 1971. Her father, Frank Haslach, was an asset and recovery manager for Evans Products and Oregon Bank. She graduated St. Mary’s Academy in 1974, earned her B.A. in Political Science at Gonzaga University in 1978, and her M.A. in International Affairs at Columbia University in 1981.

National Intelligence, Security Service powers extended

The government has announced plans to transform the National Intelligence and Security Service (NISS) into an autonomous federal government office. This is expected to strengthen its ability to act on national security issues and ensure it can respond to issues today and in the future. The National Intelligence and Security Service (NISS) was established in 1994/95 as the Security, Immigration and Nationality Affairs Authority. Its name was changed to the NISS in 2006/07. On Tuesday, the plan to re-establish the NISS was presented to the House of People’s Representatives. Three reasons were given: To strengthen the NISS to allow it to protect and defend the sovereignty of the country, the constitution and constitutional order; to determine the power, duties and accountability of the NISS to promote peace, development, democracy and good governance; and build a modern and strong NISS, loyal and resilient to the constitution and constitutional order of Ethiopia and conscious of national and international interests The aim of the NISS is to protect national security by providing quality intelligence and reliable security services. Under the plans presented, it is accountable to the Prime Minister. The proclamation preventing the establishment of other intelligence and security institutions has given other powers to the NISS. The agency has a wide permit to lead intelligence and security work both inside and outside Ethiopia, formulate national security and intelligence policies and establish and run intelligence and security training institutions. Under the new plans, the NISS will also work with foreign intelligence and security organisations to share intelligence and conduct joint operations. It will also investigate domestic or foreign threats to the constitution and constitutional order, threats to economic growth or governance within Ethiopia and collect intelligence. It will also lead on national counter-terrorism co-operation and co-ordination and represent the country in international and continental counter-terrorism relations and co-operation. The service will follow up and investigate terrorism and extremism and collect information. Its security role includes providing and controlling immigration and nationality services to Ethiopian and foreigners, studying and submitting to the government service charge rates and implement same upon approval; providing the necessary service for refugees based on the Refugee Proclamation and in co-operation with other appropriate organs; leading aviation security activities, providing aviation security services and coordinating other aviation security stake holders in accordance with the Ethiopian Aviation Security Proclamation; providing security protection to the president and prime minister of the country as well as to heads of states and governments of foreign countries in collaboration with other relevant organs. Girma Seifu, the only opposition MP, said that NISS employees should be separate from the civil service, in the interests of professionalism. He said they should also have different ID cards to distinguish them from support staff. “Other support staff might use the ID to harass people as they might not have the ethics,” he said. He cautioned that the new NISS should provide security to society and should not intimidate people.

ብሔራዊ የመረጃና ደኅንነት አገልግሎት በ1987 ዓ.ም. በወጣ አዋጅ የተቋቋመ ሲሆን፣ ከዚህ በኋላ በርካታ አገራዊ፣ አካባቢያዊ፣ አኅጉራዊና ዓለም አቀፋዊ ሁኔታዎች ላይ ለውጦች መታየታቸውና እነዚህ ለውጦች በኢትዮጵያ ደኅንነት ላይ ያላቸውን ፋይዳ ባገናዘበ ሁኔታ በተቋሙ ላይ ለውጥ መፍጠር በማስፈለጉ፣ ማሻሻያው እንዲደረግ መወሰኑን የጠቅላይ ሚኒስቴር ጽሕፈት ቤት አባሪ ያደረገው መግለጫ ያስረዳል፡፡ 

በዚህም መሠረት የአገር መከላከያን፣ የአገር ደኅንነትንና ሉዓላዊነትን የማስጠበቅ ሥልጣንና ተግባር የፌዴራል መንግሥት እንደመሆኑ መጠን፣ የመረጃና ደኅንነት አገልግሎት በአገር ደረጃ የሚዋቀር ብቸኛ ተቋም ሆኖ ክልሎች መሰል ተቋም ሊኖሯቸው እንደማይችል በማመልከት አዋጁ ተረቋል፡፡ 

አገልግሎቱ ካለበት ሕገ መንግሥታዊና አገራዊ ኃላፊነት እንዲሁም ካለው ሰፊ ሥልጣንና ተግባር አንፃር በሚኒስቴር ደረጃ እንዲዋቀር በረቂቅ አዋጁ ተካቷል፡፡ 

ተቋሙ ለሕዝብ ጥቅም አስፈላጊ ነው ብሎ ሲያምን የሒሳብ መዛግብትና ሌሎች የሥራ መረጃዎችን እጅግ ብርቱ ሚስጥር ብሎ በመሰየም ለሌሎች አካላት (የፈዴራል ኦዲተርንም ቢሆን) ሊከለክል እንደሚችል በረቂቁ ላይ ተካቷል፡፡ 

ይህ ሥልጣን ቢኖረውም በውስጥ ኦዲተርና ለጠቅላይ ሚኒስትሩ በሚቀርብ ሪፖርት መነሻነት ክትትልና ቁጥጥር ስለሚደረግበት፣ የተጠያቂነት ሥርዓቱ ላይ ጥያቄ የማያጭር መሆኑን የጠቅላይ ሚኒስቴር ጽሕፈት ቤት አባሪ መግለጫ ያስረዳል፡፡ 

በመሆኑም ተቋሙ ከውጭ አገር የሚያስገባቸውን የመረጃ ደኅንነት መሣሪያዎች ወይም ዕቃዎች ለጉምሩክ ሳይገለጹ እንዲገቡ ማድረግ ሲችል፣ ወደ ውጭ የሚላኩ ተመሳሳይ መሣሪያዎች ሚስጥራዊ ባህሪያቸው እንደተጠበቀ እንዲንቀሳቀሱ አዋጁ ይፈቅዳል፡፡ 

የተቋሙ የደኅንነት ሠራተኞች ማንነትና የሀብት መጠን ሚስጥራዊ በሆነ ሁኔታ እንዲጠበቅ የማድረግ ኃላፊነትም በረቂቁ ተካቷል፡፡ በተጨማሪም ተቋሙ ከአገር ውስጥ የሕግ አስከባሪ አካላት ጋር በፀጥታ ዙሪያ በቅንጅት እንዲሠራ ትብብሩና መደጋገፉ በአጋር አካላት በጐ ፈቃደኝነት ላይ የተሠረተ ሳይሆን፣ ግዴታን የጣለ ረቂቅ አንቀጽ ተካቷል፡፡ 

የአቪዬሽን ደኅንነትን በበላይነት የመምራት፣ ብሔራዊ የመታወቂያ ካርድ የመስጠት ሥራን በበላይነት የመምራት፣ እንዲሁም ለግል ጥበቃ ድርጅቶችና ሠራተኞች የማረጋገጫ ሠርተፊኬት የመስጠት ኃላፊነቶች ተሰጥተውታል፡፡ 

የተቋሙ የደኅንነት ሠራተኛ ኃላፊነቱን በአግባቡ በሚወጣበት ወቅት በነበሩ አስገዳጅ ሁኔታዎች ለሚወስደው ዕርምጃ በወንጀልም ሆነ በፍትሐ ብሔር ወንጀል እንደማይጠየቅ ረቂቁ ያስረዳል፡፡ 

የደኅንነት ሠራተኞች በሥራ ላይም ሆነ ከተሰናበቱ በኋላ በሥራ አጋጣሚ የሚያውቋቸውን ሚስጥሮች የመጠበቅ ግዴታ የተጣለባቸው ሲሆን፣ ማንኛውም ሰው በተቋሙ መረጃ ተጠይቆና ሰጥቶ ስለመሆኑ በቸልተኝነት እንኳን ለሌሎች ቢያሳውቅ በወንጀል እንደሚጠየቅ ረቂቅ አዋጁ ይገልጻል፡፡

በተጨማሪም የተቋሙ ሠራተኛ ያልሆነ ግለሰብ በተቋሙ፣ በኃላፊው ወይም በደኅንነት ሠራተኞች ስም በቃል ወይም በድርጊት ለማታለልና ለማስመሰል የሞከረና የተቋሙን ተግባር ያወከ ግለሰብ፣ በወንጀል ሕግ ድንጋጌዎች እንደሚቀጣ በረቂቁ ተካቷል፡፡ ረቂቁ ለዝርዝር ዕይታ ለሕግና ፍትሕ አስተዳደር ጉዳዮች ቋሚ ኮሚቴ በዋናነት ተመርቷል፡፡

 በተከታታይ ከፍተኛ እድገት እያስመዘገበ ነው በተባለው የኢትዮጵያ ኢኮኖሚ ውስጥ ከፍተኛውን ድርሻ የሚወስደው ከግል ባለሃብቱ ኢንቨስትመንት ይልቅ የመንግስት ኢንቨስትመንት መሆኑን አንድ ጥናት ሰሞኑን ጠቆመ፡፡ 

ቀደም ሲል የአዲስ አበባ ዩኒቨርስቲ መምህር እና በንግድ ሚኒስቴር የአለም ንግድ ድርጅት (WTO) ዋና አማካሪ የሆኑት አቶ ማሞ ምህረቱ ሰሞኑን በሂልተን ሆቴል “The investment Climate in Ethiopia; some reflections” በሚል ርዕስ ለምጣኔ ሃብት ባለሙያዎችና ለባለድርሻ አካላት ባቀረቡት ጥናት፤ እየተመዘገበ ባለው እድገት ውስጥ የግል ኢንቨስትመንቱ ሚና እየተዳከመ፣ በአንፃሩ የመንግስት ኢንቨስትመንት ከጊዜ ወደ ጊዜ ከፍተኛ ድርሻ እየያዘ መምጣቱን አስረድተዋል፡፡ እንደጥናት አቅራቢው፣ በ2011/12 ዓ.ም የአለም ባንክ ባወጣው ሪፖርት፣ የኢትዮጵያ ኢኮኖሚ በ8.5 በመቶ ማደጉን ያመለከተ ሲሆን በዚህ እድገት የመንግስት ኢንቨስትመንት 63 በመቶ ድርሻ ይዟል ተብሏል፡፡ የዓለም ባንክን ሪፖርት በመጥቀስ፣ ይህ አሃዝ ከሌሎች ሃገራት ጋር ሲነፃፀርም አገሪቱን ከአለም አገራት በመንግስት ኢንቨስትመንት ድርሻ በ3ኛ ደረጃ ያስቀምጣታል ብለዋል - ጥናት አቅራቢው፡፡

NASA Finds Message From God on Mars

NASA announced today that its Curiosity Rover has found an unambiguous message from God written on tablets in a Martian cave.

According to an official press release two giant stone slabs the size of small elephants were located deep inside a cavern abutting Aeolis Mons, a large mountain.

Upon one tablet is a copy of the Ten Commandments and the text of John 3:16 written in 12 languages - including English, Spanish, Chinese, Basque and Hebrew. On the other tablet is a simple message in English reading "I am real."

There was a half hour discussion on the Oromo issue in Ethiopia on Al Jazeera Television Network. It was one of those situations where you go ‘what just happened’ after an experience that leaves you confused and dumbfounded when it is over. As an Ethiopian I am familiar with the issue and as someone who was born and raised in Sidama I certainly have enough real experience to have a handle on the matter. Furthermore as an Ethiopian that has been exposed to the opinions presented by the OLF and other Oromo groups I thought this program will give me further insight to the grievances by the party’s concerned.
